Founded in 1907 by Antonio Borgogna and as it was indicated in his will, the museum is now a foundation with recognized Statute and regulations.

It is led by a board of 4 directors appointed by the major. Its members are the founder’s male heir, the delegates of the Leone Museum and the Institute of Fine Arts and one more representative appointed by the Fondazione Cassa di Risparmio di Vercelli.
